Updated NetToggle

Per suggestions and comments, that I received, I've made some substantial changes.

* Replaced "TCP Timestamps" option with a granular RFC1323 setting. Apparently Microsoft did something weird with the original netsh command.
* Added mouse-hover documentation + reference links for each option.
* Made all the IPv6 automatic tunneling options selectable: some people might use one of them.

Given the TCP Timestamp bug, I heartily recommend upgrading.
